National Health Insurance in Korea: Mandatory Subscription & Exemption for Foreign Residents

Since July 16, 2019, the National Health Insurance Service (NHIS) of Korea has required that foreign residents holding a Residence Card (ARC) and staying in Korea for over six months be automatically enrolled in the National Health Insurance (NHI) program. The average monthly premium is approximately KRW 120,000 per person. However, if you already hold a valid health insurance policy from your home country, you may qualify for an exemption from this mandatory subscription.
How to Avoid Mandatory NHI Enrollment
If you have existing health insurance coverage from your home country that meets NHIS requirements, you can apply for an exemption from the mandatory NHI subscription. The process involves several steps:
- Prepare the Required Application: You will need to obtain and complete the official exemption application form provided by the NHIS.
- Submit Proof of Overseas Health Insurance: You must provide documentation that verifies your current health insurance coverage in your home country. This typically includes policy details, coverage terms, and confirmation of premium payments.
- Submit the Documents to NHIS: All completed forms and supporting documents must be submitted to your local NHIS branch.
Where to Find the Application Form
The form is available on the NHIS Korean website (https://www.nhis.or.kr). Search for “외국인” from this webpage, https://www.nhis.or.kr/nhis/minwon/wbhaba03900m01.do, and locate the file named 재외국민 및 외국인 건강보험 가입 제외 신청서. Unfortunately, this form is not currently available on the English version of the NHIS website.
Important Notes
- Exemption Validity: Exemptions are typically granted for a specific period and may need to be renewed. It is crucial to check the validity period of your exemption and the renewal process.
- Visa Impact: While the NHI exemption is related to health insurance coverage, it is generally not directly tied to your visa status. However, maintaining valid health insurance is often a requirement for long-term stays in Korea. It is advisable to consult with immigration authorities or your employer if you have concerns.
- Recommendation: It is highly recommended to contact your local NHIS office directly or visit their official website for the most accurate and up-to-date information regarding the exemption process, required documents, and specific eligibility criteria. Requirements can vary, and direct confirmation ensures compliance.
